I believe this will work if the holotape's type is set to a terminal. I've experimented a bit with the way Bethesda does it with Protectrons and Turrets. Remember that the Pipboy itself is basically a terminal, and you can create a new terminal with the sole purpose of being displayed on the pipboy via http://www.creationkit.com/fallout4/index.php?title=ShowOnPipboy_-_Terminal.
