:Finalizing Navmeshes in Fallout 4 seems to be safe, but as you're new to modding it appears, you can take the Skyrim-safe route and only finalize when you need to connect a triangle to a load door in the exterior cell. ::Thank you very much Twilight, that is helpful information and I learned a lot reading through it. I decided to stick with not touching the navmesh for a few other reasons.
