Fallout 4 and the Creation Kit will load file assets from the Data directory, located ...\Steam\SteamApps\common\Fallout 4\Data\
.
The game will load Data Files, Archive Files, and Initialization Files from this folder.
With the Enable Loose Files configuration, Fallout 4 will also consider several sub-directories that load specific assets based on their file type.
