This lists all functions in Papyrus that do not have to sync with the game's framerate in order to execute, and so, in general, will execute faster than "normal" native functions. Non-native functions are never synced to the game's framerate, and will always operate in this manner.
Note that if a function in this list is also latent, then it will still take time to execute, but it will dispatch immediately.
